Frank was lead counsel before the California Supreme Court in Sea-Land vs. Lopez, associate counsel before the United States Supreme Court in Rasmussen v. Director, OWCP, and has participated in numerous cases before the Ninth Circuit Court of Appeals and the California District Courts of Appeal. He is frequent lecturer to industry and insurance associations and has authored three chapters in the Longshore Text Book.
He is a native of Florida and a graduate of Dartmouth College (A.B. 1968), University of Florida (M.Ed. 1972) and Florida State University (J.D. 1974). He is married with two children. In his little spare time, he is active in the Asian Art Museum of San Francisco, an avid squash player, and a golf nut.
